This PR adds a much needed block 20,000,000 checkpoint and uses same block hash for assume valid. This aids in maintaining integrity of the chain during initial syncs, reindexs or figuring out correct chain tips compared to older DGB versions.

This PR compiles, runs, syncs and all c++ tests pass. This also bumps to v8.22.1 as I will be making more prs with memory fixes against 8.22.1

Anyone can set

assumevaild=

at a higher block height in their digibyte.conf if they want. Something like:

assumevalid=00000000000000000013176bf8d7dfeab4e1db31dc93bc311b436e82ab226b90

You can run 470 test cases if you default ./configure and then:

src/test/test_digibyte
