This PR fixes 2 rpc_fundrawtransaction.py functional tests. This test was a doozy to fix, as are the remaining 14 or so left functional tests. It takes a while to run this test.

To test this:

Compile:

  ./autogen.sh
  ./configure
  make -j 8

Run Specific Functional Tests

test/functional/test_runner.py rpc_fundrawtransaction.py
