Edit assigned static IP for a user from the users list view

- Add an action on a user list: Assign IP
- Display a modal with all Locations, Location's network and user's devices
- Allow the admin to edit the automatically assigned IPs
- After submitting the form IPs get updated
- Validate IPs: check if the entered IPs in not taken (inline, live, with a visible loader)
