Invalid location config prevents user modification #1677

- issue discovered during client provisioning testing
- one of the locations in our DEV instance had invalid networking config - gateway VPN IP was set to 1.1.1.1/0
- when adding a user to a group we received a 400 response from backend
- error seemed to be encountered when attempting to find an IP within a network for some diveces
- this specific user did not have any devices which is also confusing
