Changes to workflows:

  • don't run actions on draft PRs
  • only run actions if relevant files were modified
  • cache environment to run actions on (not working yet).

For some reason cahceing the environment is not working. By now this PR has deviated quite substantially from the last working commit and it's a bit chaotic. I will open a new PR (#457) at the last working point and create a new issue for setting up environment caching (#458).
