What does this PR do?
This PR updates the datadog api client version to 2.19.0. This version introduces changes which remap the SecurityMonitoringSignalAttribute from Attributes to Custom, which is fixed as well in this PR.
Motivation
This is to make threatest compatible with the version of the datadog api client used in internal repos
