This PR adds support for the Razer Blade 16 keymapping.
Though there are a few small caveats (also noted in the comments):

• right alt & fn seem to light on the same led id
• the up and down arrow keys are on the same row, thus some keys were moved around in the bottom row to make it compatible with the regular keyboard layout
• In the Razer Chroma Emulator, some keys don't light up, but on the physical device they do
