Retracted Pub packages are included in "latest version" check, meaning we may keep trying to update #3764
Description
The latest version of DevTools in the Pub API is retracted, but still shows up in latest so we currently force a pub global activate even when it won't actually do anything, because it will install the latest non-retracted version.
