Currently when creating a new project, it will be opened in a new window if the current workspace contains projects. This was done to avoid disrupting what you may have open, but in practice it seems a bit superfluous. If you want a new window, it's trivial enough to open a new window prior to running the command (whereas the opposite, forcing it to open in the current window, is not possible).
