Improve the message "Syncing files to device Web Server" when waiting for debug extension #2496
Description
This progress indicator suggests the build is still running, but the app is waiting for the Dart Debug extension (which is mentioned in the debug console). We should replace the notification with one that says it's waiting for the Dart Debug extension too.
