I confirm that the RHEL 8 CIS Benchmark v4.0.0 requires the dhcp-server RPM package to be removed and not the kea package. The removal of this package is implemented by rule package_dhcp_removed, the pkgname for rhel8 product is set in rule.yml to dhcp-server correctly.
