Prevention Point

Refills (pp_refill)

Naloxone refill_events

In many states, individuals must receive a prescription to carry overdose reversal drugs like Narcan (Naloxone). In 2014, Pennsylvania passed legislation allowing any citizen who could be in the position to administer overdose reversal drugs to receive, carry, and administer such drugs. Prevention Point, among other locations, trains and hands out refills for Narcan (Naloxone). Narcan is an overdose reversal drug administered either intravenously or intranalasally.

Individuals receiving training or refills through Prevention Point are required to fill out a questionnaire about their experiences with overdoses and related demographic information.

Feb 14th update (data): adds anonymized participant id column (h_id), and some accidentally omitted columns: refill_date, refill_reason, med_program_used, train_program. For zipcode data, adds median calculations over participant maximums (e.g. taking the max n_pp_refills per participant, and then calculating the median within a zip code).

Syringe exchanges (pp_sep)

Data collected through the Prevention Point Syringe Exchange Program (SEP)

Prevention Point is the only syringe exchange program in Philadelphia, serving a wide range of participants through programming at their main headquarters (in Kensington), mobile units, and partner programs. As of 2020, Prevention Point is the only resource for individuals seeking clean syringes who may not be able to purchase them safely.

We (the organizers) have the event data at a lower grain but due to HIPAA concerns and protecting the privacy of SEP participants, we are only releasing aggregated forms of this data. If there is a different aggregation you think would be useful, feel free to submit an issue (as early as possible).

Health Federation

HF Physicians

Health Federation has been manually maintaining a list of physicians certified to prescribe bupernorphine. This list consists of physican addresses and names able to provide bupernorphine as determined through phone calls placed to individual practices.

SAMHSA Providers (samhsa_providers)

Since October 2002 when the Food and Drug Administration (FDA) approved buprenorphine for clinical use in treating opioid dependency, SAMHSA has worked with practitioners to help them obtain waivers to meet the requirements of the Drug Addiction Treatment Act of 2000 (DATA 2000). DATA 2000 sets eligibility and certification requirements as well as an interagency notification review process for practitioners who apply.

Physicians with active Bupernorphine waivers are listed on the SAMHSA website. We manually searched for these physicians using the Bupernorphine Pharmacy Lookup form. Physicians can only have 30, 100, or 275 active patients receiving Bupernorphine at any given time. Because the form uses only the last name of the physician and pulls from a national database, it oftentimes returned a different practitioner. These values were coded to 30.

This dataset represents data pulled from SAMHSA's Behavioral Health Treatment Services Locator for services available in Philadelphia.

Overdose Mortality Rates (dph_od)

These datasets were received as two separate excel files, by submitting a Health Data Request Form. Requests are reviewed by the Philadelphia Department of Health. Any clarifications on the request needed are then obtained and data is then generated and delivered to the recipient. Anyone can request health data from the PDPH, including members of the public.

This dataset includes quarterly overdose mortality rates by resident zip code (address of the individual) and also by incident zip code (address of the incident). Counts lower than 6 have been suppressed.

Overdose Events (psp_overdose_events)

This dataset contains summary information on overdose responses and naloxone administrations by Pennsylvania criminal justice agencies and some third-party (i.e. EMS, Fire, Medical Staff, etc) first responders voluntarily entering incident data. Due to the voluntary nature of the application, the ODIN information provided may not represent the totality of all overdose and/or naloxone administration incidents involving criminal justice agencies occurring within the Commonwealth. Although this dataset does include some third-party administrations of naloxone, it should not be used to measure overdose response and naloxone administration incidents among all first responders. data.

Contributing to this README

Table names should be formatted {provider}_{domain}_{details}. Eg. pp_refill_events.

Table descriptions should include one or two short sentences, and a link to the source data. If the source data is private, link to the section of this readme that provides additional information.

Additional information should be included in the Data Providers section, with two levels of headings:

  • Section with their name. Eg. ## Prevention Point
  • Section for each domain. Eg. ### Refills (pp_refill)
