v2: disable macos/windows/crossbuild builds for now

seems that appinf.com drops ICMP packets, so replace it with one.one.one.one

Currently fork of Poco for ClickHouse has lots of custom patches, and those patches sometimes covered by some test in ClickHouse, but nobody runs unit tests, let's fix this.
