Forest fails on skip-load-actors on devnet #6259

Follow-up of FilecoinFoundationWeb/Filecoin-Antithesis#141
Forest fails with this https://gist.github.com/parthshah1/579409ce60eb3910e9ca5d8a4f6432a9 when skipping loading actor bundles. This is caused by #6193
To reproduce
Run a devnet, e.g.,
