Describe the bug

I noted recently when upgrading my Cacti, that the configuration was being replicated to the remote data collectors several times.

To Reproduce

Upgrade a Cacti install with multiple data collectors.

Expected behavior

The replication process should only happen once if at all depending upon settings.
