Describe the bug
For the brief time that a Remote Data Collector is in Recovery mode, hooks for plugins that are designed to work remotely will not trigger.
To Reproduce
Steps to reproduce the behavior:

Force a Remote Data Collector into offline mode by raising the firewall with no MySQL (TCP:3306) rule in place (systemctl start firewalld)

Allow a sufficient accumulation of Poller Items where the Remote Data Collector will spend some minutes in recovery

Lower the shields (systemctl stop firewalld)

When in recovery refresh the page with F5, and not the Syslog tab will disappear.
Expected behavior
Plugins designed to work remotely, should continue during recovery.
