When running script host_update_template.php, reindex method may incorrectly be changed to uptime #5088

Describe the bug
When you run the CLI script host_update_template.php, it switches the reindex method to uptime goes backward.
Expected behavior
The re-index method should only be set to uptime goes backward in 1.2.23 if it's not already set.
