Cacti polling and boost report the wrong number of Data Sources when Devices are disabled #4822

Describe the bug
Cacti polling reports the incorrect number of poller item's in both main polling and from a boost perspective when devices are disabled.
To Reproduce
Steps to reproduce the behavior:

Create thousands of Devices and Graphs
-
Disable these Devices
-
Notice that on the next poller run that the Data Source count does not go down.
Expected behavior
Better reporting.
