When using UWPHook on this Windows 10 machine, UWPHook fails if shortcuts.vdf does not already exist.

The error seen after selecting an app and clicking "Export selected apps to Steam": (Steam user ID redacted)

It seems that UWPHook doesn't properly notice this error, either, as it follows it with the following success message:

The selected apps were NOT successfully exported. 😄

I worked around this problem by creating an empty shortcuts.vdf file. It seems like it should be an easy fix.
