Story: BI-1477 - Improve Experiments Table

Updated Experiments Table and relevant getters/mutators/etc to enable backend sortable/filtering columns and make the Names column sortable and filterable and the Status column sortable.

Testing

• Open Experiments and Observations table
• Check that experiments display
• Check that both the Name and Status columns can be sorted
• Check that the Name column can be filtered
• Check that sorting and filtering works with pagination
