Hi,

I'm trying to build pycaffe with vcpkg. The build process seems to work as expected and unit tests pass (except some timing ones). However when running pycaffe it fails at the first unit test.
I'm beginning with caffe so I don't understand what's happening.

(note : built with msvc 2015 + Cuda 9.1)
Additionally the deepdream caffe sample and style transfer doesn't work (that's why I ran the UT in the first place)
