1. Added support for runAsSystem parameter in New-AzImageBuilderCustomizerObject [Add support for runAsSystem parameter in New-AzImageBuilderCustomizerObject #13163]
2. Added support to create template basing on imported json in New-AzImageBuilderTemplate. [New-AzImageBuilderTemplate needs to support to create template basing on imported json #12634]
