Add subscriptionid to client telemetry #9785
Description
Currently (as of v6.9) PowerShell is not sending up subscriptionId for client-side telemetry. Adding this value will allow us to evaluate PoSH usage alongside our other tracked tools (CLI, Ansible, Terraform)
