support `azd tool uninstall`

We should add uninstall command. Currently we have:

  azd tool [command]

Available Commands
  check         : Check for tool updates.
  install       : Install specified tools.
  list          : List all tools with status.
  show          : Show details for a specific tool.
  upgrade       : Upgrade installed tools.
```
