Replace "non-standard" language with something like "azd installation might be managed by administrator, contact the administrator to update azd"

Add instructions in installer/README.md to call out that installing per-machine means that the administrator is responsible for handling updates. To suppress update notifications, set AZD_SKIP_UPDATE_CHECK=1 in the environment to suppress update notifications.
