This PR updates the Azure CLI extensions index to publish a new version (1.13.0) of the stack-hci-vm extension by adding a new wheel entry under the existing stack-hci-vm section.
Changes:

The project_urls.Home link in this new index entry points to .../src/stack-hci-vm, but there is no src/stack-hci-vm directory in this repo (only src/stack-hci/). This makes the published extension metadata link misleading/broken for users. Please update the wheel metadata (and then this index entry) to point to the actual source repo/path for stack-hci-vm (or remove the Home URL if there isn’t a public source location).

There is a pipeline to automatically build, upload and publish extension wheels.
Once your pull request is merged into main branch, a new pull request will be created to update
src/index.jsonautomatically.You only need to update the version information in file setup.py and historical information in file HISTORY.rst in your PR but do not modify
src/index.json.
