Describe the solution you'd like

We would like to disable the ability to have custom TCP rst or idle timeout values for the cross-region load balancer. Currently, any custom value a user inputs is ignored in the backend. Prior to this product going GA, we would like to remove these parameters. Whenever a user makes a new CRLB rule, CLI should pass in TCP rst 'false' and idle timeout to 4 mins to the backend rest API.
