Users are complaining az config can't be found: MicrosoftDocs/azure-docs-cli#2469, MicrosoftDocs/azure-docs-cli#2465

Instead of showing error message

The error message can instruct the user to upgrade to the latest version if a command (group) is not found.

Describe alternatives you've considered

As provided in https://ceapex.visualstudio.com/Engineering/_workitems/edit/327926, the long-summary of the command can show the minimal version, but this takes much greater development effort.

This command (group) requires Azure CLI version xx.xx.xx
