Reason for Change:

Previously, E2E clusters for Github Actions and PR E2E were using system assigned managed identity. This PR moves them to use user assigned managed identity instead.

Tested manually, /etc/kubernetes/azure.json in the created cluster now shows the user assigned managed identity.
