Reason for Change:
This PR adds Branch Protection policies for this repo. The branch protection yaml file was created to match our existing branch policies with Github's built in mechanism. However, it additionally adds some extra rules (requireLastPushApproval, requiredApprovingReviewsCount) for SDL minimum requirements.
