Apparently state/action-types has never defined this, and now that's an error.
@automattic/calypso-build/babel/default no longer likes being incorrectly passed undefined for `opts`. Rework it to pass the proper parameters.
* @wordpress/components 9.2.6 claims it works with @wordpress/element ^2.11.0 but breaks with later versions. * @wordpress/components 9.2.6 claims it works with @wordpress/compose ^3.11.0 but raises deprecation warnings with later versions.

They apparently want to pick up sources from their own monorepo modules rather than already-transpiled code. But since they publish it with their "calypso:src" field present that was forcing us to do the same when we pull it in via node_modules, which seems pointless for us.
