Context

Issue #60 ships 7 company templates with minimal agent rosters (1-5 agents each). This issue defines the complete agent rosters matching DESIGN_SPEC Section 4.1 team sizes.

Acceptance Criteria

• Research: optimal team compositions per template type
• solo_founder: 1-2 agents (finalize)
• startup: 3-5 agents with proper role distribution
• dev_shop: 5-10 agents (Lead, Sr/Jr Devs, QA, DevOps)
• product_team: 8-15 agents (PM, Designer, Devs, QA, Data Analyst)
• agency: 10-20 agents (Multiple PMs, Designers, Devs, Content)
• full_company: 20-50+ agents (All departments, full hierarchy)
• research_lab: 5-10 agents (Lead Researcher, Analysts, Engineers)
• Use Jinja2 loops for scalable agent counts where appropriate
• Each template with realistic department structures and budget allocations
• Unit tests validating all templates render to valid RootConfig
