Context

Company templates (issue #60) define department names and budget allocations at a structural level. This issue designs the internal workings of departments: team composition rules, reporting hierarchies, cross-department workflows, and how departments coordinate.

Acceptance Criteria

  • Department team structure model (teams within departments, team leads, member slots)
  • Reporting line configuration (who reports to whom within a department)
  • Cross-department workflow patterns (handoffs, escalations)
  • Department-level policies (review requirements, approval chains)
  • Integration with company templates (templates can define department internals)
  • Unit tests
