Proposed changes

Cpp-Client does not currently have a method for sending TX's.

This PR does the following:

  • adds Transactions::send() Paths method.
  • adds Transactions::send() method.
  • adds test for send Path method.
  • adds mock test for send Transactions method.

  • Refactoring (improve a current implementation without adding a new feature or fixing a bug)
