The environmental variables RTE_SDK and RTE_TARGET are no longer needed with the latest DPDK.
This patch adds dependency tracking to the Makefile, so one can compile only what is needed to rebuild Gatekeeper.
By moving all paramenters that were in variable EXTRA_CFLAGS into variable CFLAGS, duplicate parameters are eliminated, and EXTRA_CFLAGS can be used to build Gatekeeper for debugging by simply using: export EXTRA_CFLAGS='-O0 -ggdb'
.cc files include the command line passed to GCC to compile/link source files. These files are useful when debuging the building process.
