What would your feature do ?

Clicking "API" while api is disabled should link to a page for how to enable it.

Proposed workflow

1. Click "API"
2. Currently, this results in a 404 error if the API is not enabled. Instead it should link to Basic Documentation and Examples for using API #3734 or another page that explains how to enable the API and get started.
