Summary

• Fix HDD preset names (specifically "RAM Disk (max.speed)") not being translated in the HDD table
• Make the Qt base translation embedding introduced in Embed Qt base translations in the executable #4973 optional, but enabled by default
• Fix a few mistakes in the Russian translation, as well as translate names of generic ISA memory expansion cards
• Add a template file for new translations
