As a moderator I would like to sort the items of any topic via drag and drop.

ACs

• it is possible to re-order items via drag and drop
• It is not possible to change the order in the open/closed items view of the meeting series (this view uses the topicsList-Template, too)
• it is not allowed to change the order if the minute is already finalized
• the sorting is persisted to MongoDB
• Invited/Uploader users shall not be able to change the order of items
