Once we've built the oauthenticator package, we should explicitly test it on UToronto Python staging Hub.

Definition of Done

• We have added the helper to a staging hub image (or specified a particular hub-image tag that uses it)
• We have ensured that restricting user access based on groups and courses works.
• We have ensured that these groups are exported by the jupyterhub-groups-exporter
• We have demonstrated that restricting resource access (profiles) to the same groups above works.
