This removes the top/bottom padding changes, and only keeps left/right padding, in the hope that this does not break all Sphinx themes.

This removes the top/bottom padding changes, and only keeps left/right
padding. It has been confirmed to solve the problems with Sphinx 3.0/3.1 in #1579 (comment)
