The default compute image used for go agent integration tests is debian 9. Updated the tests to use a debian 11 which includes, among other things, newer CA certificates needed to download the dependent packages successfully.

Alternatively, proftest.StartInstance could default to using a newer image, but I wasn't sure if it's a good idea or not to change the defaults for an exported method.
