1) Crop, sharpen, do whatever you need, you know the drill.
2) Colors > Curves(RGB) - First point: 113, 140; Second point: 54, 42

3) Colors > Hue/Saturation (Master)> Lightness: 17

4) Colors > Components > Channel Mixer - Put these settings in:
Red: 99.3, 1.5, -7.4
Green: -1.5, 173.3, 51.9
Blue: 16.3,-37, 105.2
EDIT: MAKE SURE THAT Preserve Luminosity is ON in this step.
