Request for assistance

I've decided that I need to screen out some of the more annoying types of e-mail requests I get from my web site. What I'm considering is that instead of having a 'mailto' link at the bottom of every page of my site, I'll change that link to send people to a web page that will explain to them what they can and cannot expect from me, and at the bottom of that page, there will be a 'mailto' link. Of course, they could just ignore the whole page and skip to the bottom to e-mail me.

I've put up the page on my site, but I haven't changed the links on all the other pages yet, because I want to get some input on this scheme before I do it. If you have a couple of minutes, I'd appreciate it if you'd look at this contact page (found here and advise me on some things.

1) Do I come off as being too much of a jerk?
2) Do you think this scheme will actually prevent the types of behaviour it's meant to avoid, or will people just ignore it?
3) Do you think this scheme is likely to dissuade honest/interesting people from contacting me?
4) Are there any problems viewing the page?

Any suggestions you could offer will be greatly appreciated.
