FilterCAD 3.0 is very old and designed for 16-bit Windows and can be run also on 32-bit systems. But on 64-bit Windows the installation needs to be run via some kind of emulator eg. winevdm, but only the installer needs it. After installation FilterCAD can be run on Win-x64 like normal program
