Level: Easy peasy
1)Start out with your base that I cropped from this image.
2)I duplicated the base twice>set both layers to screen at 100%
3)Duplicated the base again>dragged it to the top>set to soft light at 100%
4)Create new layer>fill with a light tannish color> set to burn at 100%
5)Create a new layer>fill with dark blue>set to exclusion at 100%
6)Use this gradient (unknown maker)> set to soft light at 100%
7)Duplicate the gradient>lower opacity to about 25%
8)Create new layer>fill with black>set to burn at 15%
9)Go way back down to the base>duplicate>drag to the top and set to soft light>duplicate that layer
10)Paste on this light texture (again unknown maker)>Set to screen and adjust it so it it doesnt overwhelm the graphic.
11)I used Arial Narrow set at 11 to type out her name. Then switched the size to 3 for the tiny text. Then I added this border and set that to multiply
