Let's get started.
Step 1: Get your base ready. Crop it. What I did was that I took the Blur tool and blurred over her skin, and used the Sharpen tool to sharpen her eyes and lips. I also used the dodge tool to dodge her lower lip.
Colouring time.
Step 2: Make a new layer, fill it with a bright yellow, something along the lines of #fff600, set it to Soft Light, 85% opacity.
Step 3: Make a new layer, fill it with a very dark blue, like #000221 and set to Exclusion.
Step 4: Make a new Selective Color layer.
Reds: -100, 100, -25, 100
Step 5: Another SC layer.
Yellows: 100, 41, -100, 20
Neutrals: 45, 5, -10, 0
Step 6: And another.
Reds: 0, 0, 80, 100
Cyans: 100, 0, 0, 0
Whites: 0, 0, 0, 20
Neutrals: 12, -7, -12, -1
We're done with the colouring. :) Now for the textures and text.
1: Take this texture and set to Screen, 70% opacity.

2: Take this texture and set to Multiply, 80% opacity.

3: Take this enourmous texture, resize it to fit your image, and set to Multiply. Erase over the lines covering Amy's face.

4: Take this light texture and set to Lighten.

5: For the text, I used the font Times new Roman with the tracking set to +300.
