Colorado State Electrical Board - Request for Written Comment
The Colorado State Electrical Board is proposing revision to the new policy, 3.3 - CONCERNING REVISIONS TO THE VARIANCE POLICY REGARDING ELECTRIC VEHICLE POWER INFRASTRUCTURE REQUIREMENTS FOR MULTIFAMILY BUILDINGS IN THE MODEL ELECTRIC READY AND SOLAR READY CODE.
The current policy was adopted on January 28, 2026 to clarify HB23-1233 that directed the Board to adopt rules requiring that a permit applicant comply with the EV power transfer infrastructure requirements for multifamily buildings in the Model Electric Ready and Solar Ready Code as required by section 12-115-107(3)(a), C.R.S.
The purpose of the revisions of the policy is to address variance requests considered by local governing authorities. Please submit written comments by March 20, 2026, in order for your comments to be considered before the public policy hearing scheduled for Wednesday, March 25, 2026, at 9:30 A.M. Written comments will be posted on the website under the "Public Notices" tab as received for all stakeholders to access and review. The Board will not accept public testimony at the March 25, 2026, meeting. Feedback is limited to written comments, which the Board will review during the open meeting prior to a determination of whether the Board will adopt the proposed revisions to the policy.

Continuing Education Requirements
All Residential Wireman, Journeyman Electricians and Master Electricians with an Active Colorado license must complete at least 24 hours of Continuing Education (CE) during each 3 year license period.
- Electricians who received their initial license through the examination method during the current license period are not required to complete CE until after the first renewal of their license.
- CE courses will only be accepted by the Board if they are taken with a CE provider/vendor that has attested to the Board that their courses and instructors meet the requirements of Board Rule.

Regulation History and Board Member Information
Regulation History:
- 1959: The State Electrical Board is established with the Secretary of State.
- 1965: The State adopts the National Electrical Code (NES) as the standard, creating an Electrical Inspection program for areas lacking local enforcement.
- 1968: The State Electrical Board is moved to the Department of Labor and Employment.
- 1975: The State Electrical Board is moved to its current home in the Division of Professions and Occupations within the Department of Regulatory Agencies.

Legislative Updates
The Division of Professions and Occupations regulates more than 450,000 licensees, certificate holders and registrants. Each year, the General Assembly passes legislation directly impacting those populations. Ex-Offenders Practice in Regulated Occupations
On June 4, 2024, Governor Polis signed HB24-1004 Ex-Offenders Practice in Regulated Occupations into law. Under this bill, if an applicant for a registration, certification, or license has a conviction for a crime, a regulator may only consider the applicant’s conviction for a three-year period beginning on the date of conviction or the end of incarceration, if the applicant has not been convicted of any other criminal offense during the three-year period. Address Confidentiality Program (ACP)
The Address Confidentiality Program (ACP) is a statewide program administered by the Department of Personnel and Administration (DPA) that provides survivors of domestic violence, sexual offenses, and/or stalking with a legal substitute address for interacting with all state and local government agencies.
