From this	To this

Step 1

First start sharpen the image	Should look like this
Step 2

Duplicate base layer and set blend mode to "Screen" 100%	Should look like this
Step 3

Set blend mode to "Burn" 100%. Fill it with the colour #79CFEF.	Should look like this
Step 4

Set blend mode to "Exclusion" 100% filled with the colour #011A29	Should look like this
Step 5

Set blend mode to "Burn" 100% filled with the colour #79CFEF	Should look like this
Step 6

Layers > New Adjustment Layer > Curves Channel: Blue Input: 245 Output: 211	Should look like this. If the curves doesn't suit the icon, you had better to skip this step.
Step 7

Layers > New Adjustment Layer > Brightness/Contrast. Brightness: 0 Contrast: 10	You're done ! Should have this result.

Step 1	Result:

First start to "screen" the image you're using. In this tutorial I duplicate my image twice on screen(second duplicate on 30%). But this totally depends on the darkness of the image you're using.
Step 2	Result:

Next add these following curve layers: Red: input: 213 \| output: 203 Red: input: 24 \| output: 41 Green: input: 179 \| output: 200 Green: input: 61 \| output: 35 Blue: input: 217 \| output: 203 Blue: input: 69 \| output: 55
Step 3	Result:

Next add a "soft light" layer 100% filled with colour: #CFCFB3
Step 4	Result:

Next add an "exclusion" layer 100% filled with colour: #211603
Step 5	Result:

Than add an "burn" layer about 30% filled with colour: #1F4569
Step 6	Result:

And last but not least ^^ Brightness: 0 \| Contrast: +10
