Corona test ordering through an online service

We want to develop an online service where people who think they have the virus can order a medical person who picks up your swab. The workflow:
We know that this driver must be an educated person and that he/she needs to change his/her clothes after each pickup station. We don’t know yet how this could be handled. Should the driver visit only one station at once and then drive back to the hospital? Do you have any ideas?
Technical: We will implement the backend with .NET Core. There are already two templates provided on which we can build up. https://wirvsvirus.slack.com/archives/G010HTJQPM5/p1584746890116300 Please decide which template suits more. If the driver visits only one station at once, I think we don’t need any mobile app since his/her location is not important any more for the mediation of user and driver. A regular web app would be sufficient. But if it’s possible to pick up multiple swabs at once on a tour, a mobile app is absolutely needed.
