“The State shall provide free and compulsory education to all children of the age of five to sixteen years in such manner as may be determined by law.”

Background

Solution provided by Federal and Provincial Governments/Legislatures:

“[A Private School] shall admit in class I, and then in every class, to the extent of ten percent of the strength of that class, disadvantaged children in the neighborhood and provide free education till the educational level of that school.”

Problem

How can disadvantaged children from low income households gain access to high quality education, free of cost as required by the Right to Free and Compulsory Education Act 2012?

How this will be solve

Creating a Platform to register Disadvantaged Children and Private Schools: Establishment of Single Form for Registration Determining the 10% share of each school translating into available seats in each school. Matching Disadvantaged Children with Private Schools in the Neighbourhood/Area. Ranking of Disadvantaged Children based on Geographic Location, Gender, Previous Marks/Grades, Disabilities, Compassionate Grounds (e.g. Orphan), and Minority Status.

Benefits of this Program

Accountability: Schools will be accountable to provide the 10% quota for disadvantaged children. Verifiable mechanism to ensure compliance. Up to 1 million children can potentially gain absolutely free, quality education. Government buy-in will be easier to ensure as the solution is based on a Law.

Benefits to Schools

Tax breaks to schools under the RtFCEd Act. Elimination of penalties under the law. Simple single form registration process for Schools. Can be completed online. Access to best performing students through student ranking system who are disadvantaged. Existing disadvantaged children enrolled in Private Schools can be registered with the Platform to verify compliance with the law.

Sustainability

Initial Phase/Pilot in Islamabad: Volunteer Basis Launch Seed Money/Donor to launch Proof of Concept Medium Term: Tax breaks = Private Schools will be happy to contribute a small amount annually to a system that helps them get the best students in their quotas and also verifies their compliance with the law. Long Term: As a law enforcement tool, the Federal and Provincial Governments can take over the project
